Q1: Can taking the Null ability allow you to push a core value beyond 4 during character creation?
I'm a little confused by the real benefits of the following assets: Funding, Star Power, Safehouse
Aren't these effectively things that can just be gained through playing the game? Given assets are limited to 10 points and can never get more, it seems almost like a waste of points to get something like a Safehouse when you could eventually RP getting one. Especially if you did something like burn all 10 into an awesome Star Power rating, only to have the guy across the table with excellent hacking skills and other bonus you can never get effectively tweet his way there. The rest of the assets generally give some kind of permanent + to a skill or similar thing that can't easily change after character creation.

You can buy assets after character creation. That's been dealt with. Assets like Funding and the like can be gained by RP later in the game but can be a big help early. Star Power can be useful but don't forget that Star Power contains information that anyone can have access to and that it is up to the Director how to troll the party with it. Also star power only goes up to lv4. Lv1 gives 70 R.E.P.P. and each additional level gives 10 R.E.P.P. so assuming that you start with a WIT 1 and put 3 points into Star Power you will start with a R.E.P.P. 96.

They are also somewhat RP favour assets, as it would make sense for particular characters having them instead of just making a character with nothing and hoping you can talk your way into cash right away. Also can be used as a barometer for the GM to see what kind of game the players are looking for.

To answer your initial question I have to say that Null would allow a character to put a Core Value above 4. This may just be me but the phrasing seems to state that you can only go up to 4 in the initial phase of character creation. What that means to me is that assigning the Core Values is phase one and if you can change anything after that you can go over.
